DOP CIRCULAR NO. 2013-076
12 July 2013

TO: ALL PARISH PRIESTS, PARISH ADMINISTRATORS, CHAPLAINS, RECTORS OF SHRINES, SUPERIORS OF CONGREGATIONS OF RELIGIOUS MEN AND SCHOOL ADMINISTRATORS IN THE DIOCESE OF PARAÑAQUE

RE: REV. FR. ROY H. ALIPIO OF THE DIOCESE OF SAN PABLO HAS NO FACULTY TO CELEBRATE THE SACRAMENTS AND PERFORM OTHER PRIESTLY SERVICES IN THE DIOCESE OF PARAÑAQUE

Reverend Monsignori and Fathers:

This is to inform Your Reverences that the Most Rev. Buenaventura M. Famadico, Bishop of San Pablo, has revoked the faculty of one of his priests, REV. FR. ROY H. ALIPIO, to celebrate or administer the Sacraments and allowed him to continue to teach in the University of Perpetual Help, Las Piñas City, only until January 2014 when he is “set to enter the Assist Assessment Program”.

His Excellency has further requested that the clergy and other institutions in the Diocese of Parañaque “refrain from inviting him especially for the Holy Mass whether as presider or co-celebrant. This somehow will help him realize his state and start reforming his life even before entering the assist program”.

We, therefore, inform Your Reverences that Fr. Alipio has no faculty to exercise his priestly ministry in the Diocese of Parañaque. Furthermore, our records show that Fr. Alipio was never included in our Diocese’ roster of Guest Priests and Priests on Loan. He is not permitted to celebrate the Eucharist or administer any Sacrament on any occasion in any parish, chapel school, funeral home or in any private house in the Diocese of Parañaque.

Kindly post this Circular in your parish bulletin boards and inform your parishioners and the faithful within your jurisdiction not to request nor allow Fr. Alipio to exercise priestly ministry in our Diocese.

Sincerely yours,

REV. MSGR. BENEDICTO S. AQUINO
Vice Chancellor
